When the ogres first invaded Amn, they took lands along the Tradeway and much of the lands south of The Small Teeth. They lay siege and took the Towns of Trademeet, Imnescar and Murrann, and though the Amnian forces eventually took back the first two, Murrann remains firmly in the grip of the ogres.
During the war, which only now is showing signs of easing up with a tentative alliance formed to face the new threat of the Stingers from the Underdark, many folk were misplaced and refugees flooded north to escape the chaos and wrath of the greenskins. Some of the more capable, however, vowed to stay and fight for their lands. Disheartened and feeling abandoned by Amn, they aim to carve their own territory out of the war-torn country and now attack ogre and Amnian forces alike.
Rekhel was their leader, a formidable hillman who would take the ragged and bloodied banners of any Amnian or ogre force he and his marauders defeated and would hang the tattered remains of the banners on his saddle, this is where they get their name from.
He has recently been slain after running into adventurers at the Battlescarred Bard inn.
They rarely show any mercy unless it serves their purpose and have been known to take human prisoners from time to time but they are never seen again, nor are they sold back to Amn as hostages. This has lead to rumours of dark sacrifices to evil powers that allows the Brotherhood to grow in power as well as whispers of cannibalism taking place at their hidden camp.
For now, they prey upon any traffic upon the Tradeway only now and then ranging north through the pass of the Smallteeth (usually in search of some treasure they have heard rumour about) and have secret camps somewhere south of the Small Teeth and Tradeway. The Amnians have only recently been overly concerned by them when Rekhel siezed a supply caravan and its entourage now missing including two of Amn's most respected knights; Sir Millin Tanislove and Sir Venitell Harandell. The Brotherhood have now been recognized as a threat to the war effort and labelled as traitors and bandits to be killed without prejudice. Massive rewards are offered for the return of the two missing knights and Amnian property.
